Lead in Florida drinking water: what homeowners should know

Lead usually enters drinking water after it leaves the treatment plant, through a lead service line, solder, faucets or other plumbing materials. That is why one home can test differently from another home served by the same utility.

The short answer
  1. Do not boil water to remove lead; boiling does not remove it.
  2. Use cold tap water for drinking, cooking and preparing baby formula.
  3. Ask the utility about local testing and the material of your service line.
  4. Use only a filter whose exact model is independently certified for lead reduction.
  5. Contact a healthcare provider about a blood lead test if exposure is a concern—especially for a child or during pregnancy.

What does a lead action-level exceedance mean?

EPA currently requires utilities to sample taps at certain higher-risk homes and compare the results with an action level of 15 parts per billion. If more than 10 percent of those samples exceed the action level, the utility must notify customers and take follow-up actions.

The action level measures whether corrosion control is working across the sampled system. It is not a promise that water below 15 ppb is risk-free, and an exceedance does not prove every customer received the same concentration.

Why can neighboring homes receive different results?

Lead is rarely present in large amounts in a utility’s raw water. It commonly enters water through contact with lead-containing service lines, solder, brass fixtures or faucets. Building age, plumbing materials, water temperature, stagnation time and recent construction can all affect a tap sample.

A treatment-plant result therefore cannot tell a homeowner exactly what is coming from one kitchen faucet.

What should a homeowner do after a warning?

  1. Read the notice carefully. Confirm the affected utility, location and dates. Do not assume a citywide warning applies statewide—or that a sample from one house describes every house.
  2. Contact the utility. Ask whether the property was sampled, whether testing is available and whether the service-line material is known.
  3. Use cold water for consumption. EPA advises using cold water for drinking, cooking and baby formula. Hot tap water can contain more lead.
  4. Follow local flushing instructions. Flushing time depends on the property and service-line configuration, so use guidance from the affected utility rather than a universal number.
  5. Clean the faucet aerator. Particles can collect in the screen at the faucet tip.
  6. Test correctly. A certified laboratory water test answers a different question from a blood lead test. Sampling method matters, so follow the laboratory or utility instructions exactly.
A water test does not show whether a person has absorbed lead.

CDC says a blood lead test is the best way to determine whether a child has lead poisoning. Many exposed children and adults have no obvious symptoms.

Which filters reduce lead?

Do not rely on the words “water filter” or “NSF certified” by themselves. Check the exact model’s performance data for a specific lead-reduction claim. NSF identifies Standards 53 and 58 as standards that can include lead-reduction certification, but claims vary by product.

Installation and maintenance matter. Use the filter only as directed, do not run hot water through a filter intended for cold water and replace cartridges on schedule.

A softener is not automatically a lead-removal system.

Do not assume that a softener, carbon tank or whole-house system reduces lead unless the exact equipment configuration carries an applicable, independently verified lead-reduction claim.

What if the utility report says the system complied?

Annual utility reports summarize required system monitoring. They remain important, but they cannot rule out lead contributed by a particular service line, faucet or building’s plumbing. If a household has a specific risk factor or receives a local warning, address-specific testing is more informative than appearance, taste or a citywide average.

The bottom line

Take a lead warning seriously without turning an isolated result into a countywide contamination claim. Start with the official notice, reduce exposure using the utility’s instructions, test the correct tap when needed and verify any filtration claim against the exact product.
