What should you expect from a free home water test—and what should make you pause?

The standard free in-home screening described here produces three measurements: hardness, total dissolved solids and pH. It does not test for lead, PFAS, bacteria or other health-specific contaminants. Here is what those three numbers can—and cannot—tell you.

The short answer
  1. Do not mistake a dramatic “chemical identifier,” reagent or color-change demonstration for precise contaminant testing. It may create alarm without identifying a substance or concentration.
  2. The three measured results in this standard screening are hardness, TDS and pH.
  3. Color, taste, odor, staining and scale are observations—not contaminant test results.
  4. If a substance was not separately sampled and analyzed with the appropriate method, it was not tested.
  5. Use Florida Tap Report and the utility's public records for published system results; use a qualified laboratory for a property-specific health concern.
  6. Compare the complete written treatment scope and total cost without pressure to decide immediately.

What a responsible appointment should look like

  1. Start with the public record—not a dramatic reaction

    Confirm who supplies the property or whether it uses a private well. Then review the correct provider's published results. A reagent reaction at the sink is not a substitute for precise data naming the substance, concentration, units, sampling period and comparison standard.

  2. Choose an untreated sampling point

    If treatment is already installed, the tester should identify whether the sample is before or after that equipment. A kitchen sample taken after a filter cannot describe the untreated water entering the house.

  3. Measure hardness

    This result describes calcium and magnesium mineral hardness. It can help explain scale, spotting and soap performance and can support proper softener sizing. It is not a contamination or safety test.

  4. Measure total dissolved solids

    TDS estimates the combined amount of dissolved charged material. It does not identify which substances are present and cannot show whether a particular contaminant exceeds a health standard.

  5. Measure pH

    pH shows whether the sample is acidic, neutral or alkaline. It can help explain water behavior, but it does not identify the cause or test for individual contaminants.

  6. Separate observations from results

    Scale, spotting, staining, color, odor and taste may be noted during the visit. They are observations—not additional measurements and not proof of a health hazard.

  7. Make every component earn its place

    Ask: “What concern does this part address, and is that concern common for my city-water system—or for my private well?” Then require evidence that it applies at this property. A hardness result may support a softener recommendation, but TDS or pH alone does not prove that reverse osmosis, carbon filtration or another device is required.

  8. Leave a complete written proposal

    The equipment, installation, maintenance, warranties, cash price and financing should be understandable without relying on what the salesperson said aloud.

What the three in-home measurements actually mean

Hardness

Measures mineral hardness, commonly reported as grains per gallon or milligrams per liter as calcium carbonate. Useful for explaining scale and sizing a softener; not a safety finding.

Total dissolved solids (TDS)

Estimates the combined concentration of dissolved charged material, commonly shown in parts per million. It does not reveal the identity or health significance of those materials.

pH

Measures acidity or alkalinity on the pH scale. It describes a water characteristic, not which contaminants are present.

Observations

Visible scale, staining, color, taste and odor can help define a homeowner's concern. They are not additional test results.

Not included in this screening

Lead, PFAS, bacteria, nitrate, arsenic, pesticides, volatile organic compounds, chlorine and chloramine are not measured by these three tests. Those questions require separate, substance-specific methods. Health-related testing should use the correct collection procedure and an appropriate laboratory, often a state-certified laboratory.

A utility water-quality report is also different. It is a regulated system-wide record and a useful starting point for public-water compliance, but it is not a test of every household faucet. A property-specific health concern may still require a properly collected laboratory sample.

Where to find your provider's published water results

Before paying for additional testing, identify the utility that actually serves the address. Florida Tap Report connects homeowners to the correct provider report and summarizes published results in plain language. Depending on what the utility has reported, a local page may include actual numbers for PFAS, lead and copper sampling, disinfectants, nitrate, arsenic and other regulated or monitored substances.

Use the provider report as your starting point
  1. Find the water provider for the address.
  2. Open the local report and look for the substance you are concerned about, including PFAS such as PFOA and PFOS.
  3. Read the result together with its units, sampling period and applicable federal or state limit.
  4. If the provider did not publish that result—or the concern is about one home's plumbing, private well or faucet—use the appropriate laboratory test.

Provider numbers describe the tested water system and reporting period. They should not be presented as a new measurement taken inside the home, and they cannot guarantee the condition of every service line, fixture or private well.

Sales tactics that deserve a second look

Government consumer guidance and enforcement records describe recurring patterns. Their presence does not prove fraud in an individual appointment, but each one is a reason to slow down and verify the claim.

What documented complaints show

The Federal Trade Commission's Aqua Finance case provides a national example tied specifically to household water-treatment sales. The FTC alleged that a network of door-to-door dealers misrepresented financing terms and pressured consumers to sign documents they did not understand. The agency said consumers reported unexpected interest and debt, property security interests that complicated selling or refinancing, warranty disputes, repair charges and systems that did not function as represented.

The case ended in a stipulated order providing $20 million for refunds and $23.6 million in debt relief. In February 2025, the FTC announced more than $19.8 million in checks to 29,653 consumers. That case does not show that every water-treatment company or financing plan operates this way. It does show why every promise must also appear clearly in the written agreement.

A discount is not enough information

A large price reduction can mean the first price contained negotiating room. It can also mean that the product or scope changed. The customer should not have to guess.

Ask one direct question:

“What exactly changed between the first proposal and this one?” If the answer is “only the price,” request that in writing. If equipment, media, components, plumbing, warranty or service changed, require a line-by-line explanation.

Equipment identity

Manufacturer, model, control valve, tank sizes and any prefilter or reverse-osmosis components.

Treatment media

Media type, quantity and the specific water condition or performance goal it is intended to address.

Installation scope

Bypass, drain, electrical work, plumbing materials, permits when applicable, cleanup and removal of old equipment.

Ownership cost

Cash price, amount financed, APR, term, total payments, recurring supplies, service charges and warranty exclusions.

Before signing: the homeowner's checklist

  1. Get all three numerical results—hardness, TDS and pH—with their units and comparison source.
  2. Check the correct provider's published results on Florida Tap Report, then use a state-certified laboratory for a defined property-specific health concern.
  3. Verify that every proposed component serves a documented concern. Ask whether that concern is typical of the home's city-water system or private well, then confirm that it is actually present before buying treatment for it.
  4. Verify that the exact system—not merely the brand—has third-party certification for each reduction claim being made.
  5. Request a written performance data sheet, rated flow and required maintenance schedule. The schedule should state each task, interval, responsible party, expected cost and effect on the warranty.
  6. Keep the maintenance schedule, proposal and warranty. A written record makes it possible to show what the company promised and whether each party met its obligations if a dispute arises.
  7. Compare at least the complete equipment and installation scope, not only the final price.
  8. Read the cash price and every financing term before authorizing a credit application or installation.
  9. Do not sign because a discount supposedly expires before you can review the documents.

If you already signed in your home

The FTC Cooling-Off Rule gives consumers three business days to cancel many qualifying sales made at home, including invited in-home presentations. Exceptions apply, and not every transaction is covered. When the rule applies, the seller must explain the cancellation right and provide the required forms and contract or receipt.

Keep the proposal, test results, advertisements, financing disclosures and messages. Florida consumers who believe they received false information or experienced unfair pressure can file a complaint with the Florida Department of Agriculture and Consumer Services. A useful home water screening should leave the homeowner with three understandable numbers: hardness, TDS and pH. None of them can prove that water is safe or unsafe. Health-specific questions belong with the correct laboratory test. Every treatment component should solve a verified need, and every price, maintenance duty, financing term and warranty promise should survive after the salesperson leaves.
