Normandy Village water provider and JEA report

JEA is the current water and sewer operator and billing utility for Normandy Village customers. Future ownership of the systems remains a separate question.

The short answer
  1. JEA service and billing began October 1, 2026.
  2. JEA is operating the systems as court-appointed receiver; final ownership is still being determined.
  3. JEA connected Normandy Village to its larger distribution network and temporarily removed the former community plant from service.

Why the old provider record changed

JEA says it became court-appointed receiver for the Normandy Village water and sewer systems in September 2025 after the previous utility abandoned them. Beginning October 1, 2026, customers transitioned to JEA service and billing.

Because JEA interconnected Normandy Village with its larger network, an older Normandy Village utility report should not be treated as the current source record without confirmation from JEA.

Why Major Grid is the current report starting point

JEA's facilities information says Duval County customers are served through the Major Grid or Mayport systems. Normandy Village is in west Jacksonville, outside Mayport, which supports using Major Grid as the public-report starting point. Confirm the applicable system on the current JEA account before applying systemwide data to one address.

A utility report is not a tap test.

JEA's annual report describes the public system. It cannot tell you whether one building has a service-line, plumbing, fixture, water-heater or stagnation issue.

Look for JEA on the first bill issued on or after October 1 and verify the service address.

Use current notices

Check JEA's official alerts for any service interruption or precautionary notice affecting the address.

Use the correct report

Start with JEA's Major Grid results and do not rely on the former provider name alone.

Separate property issues

If only one home has color, odor or pressure concerns, compare nearby taps and contact JEA before assuming a systemwide problem.
