What changed October 1?

JEA says Normandy Village customers begin receiving water and sewer service and billing through JEA on October 1, 2026. The utility estimates that the transition covers approximately 1,315 customers.

JEA has operated and maintained the Normandy Village water and sewer systems as a court-appointed receiver since September 2025. Its transition page says future ownership is still being determined. That distinction matters: JEA is the current operator and billing utility, while the final ownership question is separate.

How is the water system changing?

JEA says it interconnected Normandy Village with its larger water-distribution network and temporarily removed the former community water-treatment plant from service. Customers should therefore stop relying on an old Normandy Village annual report as though it still describes the current supply arrangement.

This is not a contamination notice.

JEA's announcement describes an operational and billing transition. It does not announce a boil-water advisory, failed water-quality result or confirmed contamination. Any separate notice for an address should be followed on its own terms.

Which JEA water report applies?

JEA says Duval County customers are served by either its Major Grid or Mayport system. Normandy Village is in west Jacksonville, not the Mayport service area, so the Major Grid report is the supported public-data starting point. That is an inference from JEA's published system description and the community's location—not a substitute for checking the current account.

The Major Grid report describes systemwide monitoring. It cannot establish the condition of the service line, plumbing, fixtures or water at one Normandy Village property.

Billing and rates

JEA says customers will receive one combined JEA bill and that JEA water and sewer rates are lower than the rates charged through the former Normandy Village utility. Each customer should verify the actual charges, billing period and account details on the first statement.
